Even after all these years, there are still many personnel and ships that have not been included in either First or Second Edition. Lieutenant Curtis is one such personnel. She was seen briefly in two scenes in Star Trek: Insurrection and was Admiral Dougherty's attaché in charge of the duck blind mission. Later, she was "rescued" by the Enterprise after the operation was revealed to the native Ba'ku.
Curtis is a low-cost boost to your Admiral cards with Command staffing and a relatively rare skill in Law. Since Admirals are designed to boost your ships and personnel, they tend to have lower attributes. This makes Curtis a welcome addition to your Admiral-heavy deck.
